USB から受け取った生の Ethernet フレーム数(型・宛先による選別より前、無条件でカウント)。 rx_packets は ARP/DNS/UDP 受理時など個別プロトコルの成功パスでのみ増えるため、 「そもそも NIC に何かが届いているか」を切り分けるための診断用カウンタ。
