on_segment の結果として呼び出し側が行うべき副作用。

Fields

accept_payload: bool

true なら、このセグメントのペイロードを rx_buffer へ追記してよい （順序どおりに到着したデータ）。false ならペイロードは破棄する。

send_ack: bool

true なら ACK を送り返す。
